Steps

1. drop the state parameter
2. introduce the %UNDECIDED_YET% parameter with state/province_code.country_code syntax for USA and Canada. for example, %UNDECIDED_YET% = FL.us and %UNDECIDED_YET% = BC.ca, so the template should expand the codes into Florida, USA and British Columbia, Canada respectively
3. leave the city and country parameters for other countries where local areas are not supposed to be mentioned in the articles. for example, city = London | country = United Kingdom should expand into London, United Kingdom
